As Popeye is beating some guy to the ground, Olive walks up and asks if it is a criminal. Popeye explains he was having a discussion with his friend Bill about manners. He looks down at his friend and asks if he agrees not to use violence to settle an argument. Bill picks himself off the ground and agrees.
