Otis O. Otis, also known as Otis Von Lens Cover, is a character from Popeye comic strips authored by Bud Sagendorf.
Otis O. Otis is a detective with a keen sense to detect crime. In his first appearance, he warns Popeye against a seemingly harmless creature sent by the Sea Hag to eliminate the sailor. In a later story he takes on the role of a filmmaker, calling himself "Otis Von Lens Cover", as he claims his genius allows him to perform many activities such as physicist, cartoonist, chef, and more. Otis is a cousin of J. Wellington Wimpy.
