This is a story from Popeye, the original series published by Dell in 1948. The series was later renamed to Popeye the Sailor as it continued with other publishers. It has also been reprinted in other comic books by other publishers since then.

Popeye gives Swee'Pea a nickel for ice cream, but the baby drops it on the sidewalk and begins to cry. People walking by give Swee'Pea money to buy another ice cream cone. When he stops crying, he has 90 cents so he buys enough ice cream and soda to get sick. Popeye does not understand how the boy could get sick on only one ice cream cone.
