Synopsis[]

Popeye's harbor is blocked to destroy his shipping business.

Plot[]

Popeye's archrival is discussing his plans to block off Popeye's harbor with his dimwitted sea hand. He pulls out a chart and points out the narrow entrance where he plans to blast to close it off. However, Swee'Pea is fishing on the point of the harbor as the big swab rows up with his cannon. Swee'Pea rushes off to alert Popeye that the row boat has anchored at the mouth of the harbor. When Popeye and Swee'Pea row out to confront him, he asks for a match. Popeye assumes he wants a smoke so he tosses him a book of matches. Popeye finds out to late that the match is to light the cannon that blasts him all the way back to his house.

Popeye realizes that he is trying to ruin his shipping business by blocking the sea port so he retaliates by catapulting a huge bolder with two trees on shore. The rock sinks his boat so Popeye rows back out to finish him with his fists, but the big brute returns with an even bigger row boat to force the sailor back to shore. Both boats continue onto dry land and head into town. They row down the main and run through an intersection stop sign. A traffic cop orders them to stop and he issues both of them a ticket. The big sissy starts to cry because his mother will be mad at him for '...spoiling his lifelong record of clean living' as he puts it. The big thug then proceeds to bend, fold and twist Popeye in his temper tantrum. When done, Popeye thanks him for the fabulous massage and rewards him with a sock to his big belly. Popeye continues to smash and crash him around. He finishes of the monster with his famous twister throw that sends him through town and skipping over the harbor like a stone.

RowBoatWar-02

The ruffian later rows back with a boulder as big as a mountain and sinks it into the channel to successfully close off Popeye's shipping lane. Swee'Pea suggests using the newly created lake to open a scuba diving school. However, the brute comes back with his 500 garbage scows to fill in the rest of the bay. Two weeks later, the dumb swab still has no shipping customers even though Popeye's shipping service is done for. He rows back to discover that Popeye has converted his shipping harbor into a helicopter harbor.
