This is a story from Popeye, the original series published by Dell in 1948. The series was later renamed to Popeye the Sailor as it continued with other publishers. It has also been reprinted in other comic books by other publishers since then.

Popeye and Olive are having a picnic together in a nice secluded area, having a good time. Then Popeye suggests it might rain so Olive gets mad at him and orders him not to let it ruin her picnic. All Popeye can do is hold a boulder as big as a house over Olive while she continues to enjoy herself and relax.
